OPEN will be hosting a webinar titled "Designing Databases, Shaping Practice: How Evaluation Technology Supports Program Clarity and Continuity" by Elizabeth DiLuzio, PhD.
This presentation explores how building a program database can shape and strengthen implementation practice. Drawing from work at the Behavioral Health Improvement Institute, the presenter shares how developing data systems for programs often prompts deeper reflection about program models themselves. The structure required by a database naturally surfaces gaps in logic, unclear practices, and inconsistent workflows—creating opportunities to align with best practices and refine implementation in real time. Databases also serve as an anchor during staff turnover, helping new team members onboard quickly and internalize the core program model. As programs evolve or scale, adapting the database again forces clarity around essential elements and fidelity, reinforcing organizational learning. This presentation offers a practical and reflective look at how technology can be used not only to track outcomes, but to actively support program design, capacity building, and long-term learning.

Elizabeth DiLuzio is Co-Founding Principal of Evaluation + Learning Consulting and a Senior Evaluator at the Behavioral Health Improvement Institute at Keene State College. Her work focuses on building evaluation capacity within mission-driven organizations, with particular attention to how data systems, learning structures, and program design intersect to support implementation. At BHII, she has led evaluation and technical assistance efforts across behavioral health and opioid abatement initiatives, including the design and refinement of program databases that anchor team practice and organizational learning. Liz teaches program evaluation as adjunct faculty at NYU, the University of New Hampshire, and Simmons University, and serves as Lead Curator of AEA365. She brings a practitioner's eye to questions of fidelity, scale, and capacity, drawing on more than a decade of work translating between data systems and the people who use them.
